Amendment No. 1 was offered  by Representatives Davies and Mulder:

Insert "WHEREAS the United States Department of Education                   
and Department of Defense have previously indicated a                          
willingness to support appropriation of federal funds to fully fund            
the remaining upgrades and replacements of these facilities; and"              
                                                                               
Representative Davies moved and asked unanimous consent that                   
Amendment No. 1 be adopted.  There being no objection, it was so               
ordered.                                                                       
                                                                               
Amendment No. 2 was offered  by Representatives Davies and Mulder:              
                                                                               
Page 2, line 31, after "Board;":                                               
                                                                               
Insert "and to U.S. Department of Education Secretary Richard                 
Riley and U.S. Department of Defense Secretary William Perry;"                 
                                                                               
Representative Davies moved and asked unanimous consent that
